I went to summer camp for two weeks when I was 12. We went canoeing three times, and I couldn't swim a stroke and never had a swimming lesson. I have no idea what training/certifications/qualifications the counselors had. I remember one of those times I was out in a canoe with a counselor with a life jacket on and had to jump out of the canoe into water over my head. I was scared but not terrified. The counselor said that I would sink, but to relax and let the life jacket bring me back up, which it did.
There was a staff member at the camp who gave swimming lessons one-on-one. I was supposed to meet with him five times during the two weeks, but once he cancelled, and another time the camp staff thought I looked 'pale' and wanted me to rest in my buck, so we only met three times for about half-an-hour. We never did go out of the shallow end pool of the pool, and I still couldn't swim. But at least the camp tried to teach us how to swim.
